December Photos / Update

We received new pictures of Bella which are by far my favorite pictures. She has such a doll and we can not wait to have her here. We also received the December medical record that stated Bella is now 20lbs and 28.7" tall. We are still in the process of getting her escorted to Minnesota. We have all the paperwork submitted at this time but in the process of submitting the paperwork we found out that our fingerprints expired. We are waiting for a letter from the INS so that we can go and get refingerprinted in St. Paul. From the way it sounds once they know that we have gotten reprinted they will still work on processing our visa so hopefully this will not hold things up.

Process to Have Bella Escorted Here

Once we recieve all of the documents on Bella which include the birth certificate and passport from Guatemala which can take up to 2-3 weeks we then will send those forms to the USCIS In Bloomington Minnesota. Once the USCIS processes the documents they will issue a visa 39 for the escort to bring Bella here. It is difficult to predict how long this process will take once the docs are received and filed in Bloomington. They can legally take up to 90 days to process. So once again we will wait but this will be our final step to get our daughter home.

WE ARE OUT OF PGN!!!!

Much to our surprise we got a phone call last night around 8:00 from Milena at our agency telling us that we are out of PGN. We were filled with a ton of emotions excitement, nervous, happy, scared. If we would go to Guatemala we could have her home in 2-3 weeks but because of our situation of me being pregnant and my due date in December (but the doctor said that I could deliver any day) we have to have her escorted here which may or may not take longer. Milena said the Guatemala side of it will go fast but it all depends on how quick the US will be with the immigration portion. We will be very busy getting all the extra paper work completed so this can go as quick as possible and we can finally have our Bella home. We definately will have a wonderful Thanksgiving knowing that we are going to finally have two wonderful amazing children very soon. We have been truely blessed in life with wonderful families that have supported us through this journey. Please keep us in your prayers. Our beautiful Bella is finally coming home!!!!!!!!!!

9 Months Old

We received some pictures and our little Bella and she looks cuter every time we see her. She is getting to be such a big girl and looks so adorable with her two front teeth. She seems to be so happy in the pictures that we receive which is reassuring that she is being taken good care of. We have not received any further updates on when she is going to come home. Please keep us and Bella in your prayers that she gets to come home soon.

Update on Bella

We received an email today from our Agency and from the way it sounds our case has been through the investigation phase twice in PGN and has not yet been signed off on or previo (which means corrections needed to be made in the paperwork and resubmitted). So as of now we are still waiting for it to come out of PGN.

We did ask our agency if she could get some questions answered from the foster mother so that we know a little about Bella and we found out the following:
  • She is crawling
  • She likes to play with toys that make sounds, with forms or animals and balls
  • She likes to go for rides out in the garden in the stroller and look at all the different colors (which is great since we didn't think that she would experience a stroller before she got here)
  • She doesn't like to be alone, when you clean her ears or nose
  • She also gets mad if she isn't fed on time (which is just like us Seanger girls if were hungry watch out) and when she does eat she like a lot of food and don't take it away or she gets mad
  • She is eating blended chicken, sukini, and vegtables of any kind
  • She is also still drinking formula (Similac Advanced) and drinks juices of orange, carrot, pear and apple.
  • Her bed time is 7:00 and she wakes up at 10:00 to drink her last bottle or formula and then sleeps until 5:30 or 6:00 (Both Mike and I are very excited about this since we like our sleep)
  • She can say mom and dad, Nina (which means girl) and talks baby language and also loves to laugh
  • She is wearing size 12 month clothing
  • She likes to be around kids and loves to play
  • She already has 4 teeth, two on the top and two on the bottom.
  • The foster mother says she is a happy baby all the time.
Although it was bitter sweet to here how she is progressing since we wish it was us seeing her experience and teaching her new things we are very happy to hear that her foster mother is doing a wonderful job of taking care of her until we get her. After receiving the information we are even more anxouis (if that is possible) for her to come home.

8 Months Old

We have not received a medical update but we did get new photos of our baby girl. We did have a little scare yesterday when I opened my email and there was an email from Friday saying that the president of Guatemala was stopping all adoptions in Guatemala. We have recieved a number of email since then from our agency and I have included below the final email that we received which may help explain why things have been taking longer than expected.

September 29, 2006
THE EXECUTIVE ORDERS ARE NO LONGER A THREAT
(Posted on behalf of Susana Laurca, Asociacion Defensores de la Adopcion)

President Oscar Berger withdraw the excutive orders that he planned to approve this weekend "to celebrate the Children's Day", October 1st. The abuse of power that he intended to do by-passing the Congress to pass the Protocol of Good Practices, which is the same UNICEF law of adoptions, and reinstate the Hague Convention, was halted by the same Congress, who warned him of the consequences of usurping the legislative power.

That Berger denied to the DOS that his intentions were to suspend adoptions and take them over by his wife who directs the Secretary of Social Welfare, was expected. he also lied when he said to the press, that Kofi Annan, General Secretary of the United Nations "told him that if Venezuela gets a seat in the Security Council, there will be trouble". Annan denies said that to Berger.

The positive part of this experience is to see that the legal system works and that we are working under the protection of the law. The rights granted by the Constitution to the mothers to relinguish thier children, to the children to be adopted and to the lawyers to work on adoptions cannot be taken away, by any law or international treaty, not even by the President of Guatemala.

The next step will be to set the record straight with the people at the PGN (This is where Bella's case is and has been for a long time). We have waited too long to hold them accountable for all their delays, their rejections without legal grounds and their abuse of power. The thorough review of the adoption files is their duty, to verify the legality of the process. But when the files are rejected for no reason or when the review takes not the three days that they should take, but more than a month if they are rejected and much more if they are approved, it is time to make use of the legal actions that the law supplies for cases like these and file criminal charges against them. The worst enemy of an abandoned child is time. The time that a child spends without the love of a family, hurts the child in more ways that we can think of. If the PGN does not care for the children, we have to make them care. If we don't do it, we be as guilty as them.

Best Regards
Susana Luarca
Asociacion Defensores de la Adopcions

Hopefully that with people like this in Guatemala who are fighting for us and our children this will help speed up the process and get our baby girl with her forever family sooner.

August Photos - 7 Months Old

Our baby girl is getting so big and is definately being taken good care of by her foster mother. Her medical this month stated that she is 18.8lbs, 26.9" tall and her head circumference is 16.6" and she is healthy. We have no new updates on the progress. We are still waiting for our case to be signed off by the director of PGN which from talking to other families can take awhile. Some families are having to resubmit paperwork 3-5 times. We are trying to stay patient but the older Bella gets the harder it is. We can't wait to have her home.

Update 8/23/06

Per conversation with our agency our case has been through the investigation portion of PGN and is now waiting to be signed off by the director of PGN. Once the director reviews our paperwork it may come out approved or it may come out as a previo. If it comes out as previo that means there is a correction that needs to be done on a document. If corrections need to be made they will be made immediately and resubmitted. Once our case is approved through the director of PGN it could take another month or so to get the birth certificate, passport, visa etc. I know that we do have additional paperwork once approved throught PGN since we will not be traveling to Guatemala and Bella will be escorted to Minnesota so the time lenth after we are out of PGN may vary. I will keep you posted of any additional information that we receive. We are hoping and praying that there are no errors and everything goes smoothly.

July Photos - 6 Months Old

Add Image

Attached are the pictures that we received this month. Our little girl is getting so big. If you look close at the pictures she even has enough hair to have a little pony tail at the top of her head. We think she is absolutely adorable and looks to be a very happy baby. We are getting very anxious to have her home. I asked our agency if she knew how our case was progressing and she said she had not heard anything new but would keep checking. For those of you that have not already heard Mike and I found out that Bella and Buddy are going to have a little sister. We were very suprised that we were having another girl and I am sure that Bella is going to love a little sister to play with and fight with.

May Medical Update

The medical update states Bella is 25.3 inches tall, 15.2lbs, and her head circumference is 15.6 inches. I also asked the agency where our case is at this point and it is in PGN which is the governing agency in Guatemala who does the actual adoption. PGN will review all the paperwork and grant the adoption to Mike and I. We are not sure how long this takes it varies from family to family and case to case. PGN has been rather slow lately but they have hired a new director so we are hoping that speeds things up. At this point all we can do it pray that our case moves through quickly.

Bellas Going to Be a Big Sister

We are excited to announce that Bella is going to be a big sister. We found out two weeks ago that I am pregnant and I am due on December 26th, 2006. This in no way will affect the adoption of our beautiful Bella. Our agency actually suggusts that we still go through with the adoption. Our plans may change a little since we don't know if we will be traveling there to get her or if we will have her escorted here. We are praying to get her as soon as possible to have as much time with her to help her adjust before the new baby comes and we have another adjustment. This is definitely going to be an exciting year with many wonderful changes in the Weber household.

DNA Results

We received the results back from the DNA test today for Bella and her Mother and it is a match. We also received a copy of a picture of Bella and her birth mother Esna Nineth Ortiz Orellana. I will try scan that picture this weekend and post it on the site. It states that Bella mother ethnicity is hispanic-Guatemalan

New pictures

We received new pictures and a update on Bella's medical today. Bella's weight is 11.9 lbs, she is 23 inches long and her head circumference is 14.6 so you kind of have an idea about how big she really is. The medical exam states that she is healthy. The picture was taken on 3/30/06 so she is a little over 9 weeks old.

DNA Testing

The Guatemala rep has received a number to submit our dossier to the US Embassy to receive DNA testing authorization. Once the authorization is received the test is scheduled. After the test it takes about two weeks to get results. The agency is going to let us know the date the test is scheduled for hopefully it will be soon. In the mean time we have been trying to keep busy. My mom and I went shopping and bought the crib sheets, skirt and picked out fabric for the crib blanket that she is going to make and I have been entering things into an adoption baby book (I figured I better do it while I have the time). That's all the news we have for now.

Bella's Full Name

Mike and I have decided that we are going to name our beautiful baby girl Bella Rose Johana Weber. We wanted to incorporate all portions of her life into her name so Bella is the name that Mike and I gave her, Rose is from my side of the family after my mommy, Johana is part of her Guatemalan name and Weber is from Mike's side of the family.

Referral Accepted

We received the medical evaluation back today thanks to Kris, Mary, Ben, Erica, and Dr. Erickson with out them I don't know if we would have gotten it back in the time that we were allowed. The medical records that we received from the agency came back saying that she in indeed a healthy baby so we were able to accept our referral. Dr. Erickson say that she was in the 60% for babies of her age. For those of you who don't know we had to have a doctor look over the medical records before we could say for sure that we wanted to adopt Bella. Our next step is to get the DNA tests done on the mother and the baby to make sure it is a match. If the DNA comes back a match then they will start to process the adoption.

It's A Girl

After many long months of waiting we finally received our referral for a baby girl on Friday March 10th. It was a very emotional day for the both of us and we both very excited for the day when we get to meet her. Buddy is also excited I showed him a picture and told him it was his baby sister and he gave the picture a kiss. Her Guatemala name is Dulce Johana Ortiz Orellana and we plan on giving her the name Bella. Mike and I are still deciding on a middle name but will keep you posted. We are hoping to get the medical record translated into english so we will know all the specifics and will post that once it is complete. Our next step is to send the medical information to a doctor to verify that she is indeed healthy and if that comes back okay she is forever ours. We will try to keep you updated as more information becomes available.
